Birmingham and One Roof, a local homeless relief organization, revealed a plan to tackle homelessness at the first-ever “State of Homelessness: Redefining Community” symposium. The goal: reduce long-term unsheltered homelessness by 40% within a year.
Addressing the City’s Homelessness Challenge
At any given time, roughly 400 unsheltered people live in Birmingham, many facing disabilities or addiction. The city will collaborate with community organizations like One Roof to provide housing and supportive services.
One Roof leads the Continuum of Care for Central Alabama, coordinating local organizations to ensure equitable and effective responses to homelessness. Their program has helped thousands, with 82% of participants not returning to homelessness.
Investments and Shelter Initiatives
Earlier this year, Birmingham allocated $1.5 million to strengthen housing and homeless services. Additional initiatives include:
- $1.2 million for micro-shelters downtown with Home for All
- $4.4 million emergency shelter from Jimmie Hale Mission
- These efforts will add 100 available beds for unsheltered residents toward a 2026 goal of 300 beds.
Goals and Strategies for 2026
The city’s plan outlines six major goals:
- Offer preventative services to avert homelessness.
- Reduce the chronically unsheltered population by 40% (~200 people).
- Reduce the number and intensity of encampments.
- Reduce youth homelessness to net zero.
- Develop a sustainable shelter framework for extreme weather.
- Provide access to permanent supportive housing.
To achieve these goals, 12 strategies will be implemented, including early intervention, expanding emergency and transitional housing, addressing mental health and opioid issues, and creating a by-name list to target individual needs.
Mayor Randall Woodfin emphasized the human side of the crisis: “They are mothers and fathers, sons and daughters… They’re survivors with stories, souls with dreams yet to be realized. They are not our shame. They are us, and they need our compassion.”
