Randall L. Woodfin has appointed Alan Walker as director of the City of Birmingham’s Department of Capital Projects, bringing more than 15 years of construction and leadership experience to the role.
Leadership for a Critical Department
The Department of Capital Projects plays a central role in shaping Birmingham’s infrastructure and public facilities. Its work includes new construction and rehabilitation of city buildings, parks, recreation centers, fire stations, police precincts, libraries, streets, sidewalks, bridges, storm sewer systems, drainage improvements, trails, and greenways.
Walker most recently served as deputy director of the department, where he led the Engineering and Infrastructure Division. In that position, he oversaw planning, budgeting, permitting, and construction for city-led projects, supporting the development and maintenance of essential public assets across Birmingham.
Industry Experience and Local Impact
Before joining the city in a leadership capacity, Walker held roles with several Birmingham-based general contractors and spent six years at Encompass Health, helping guide construction efforts across multiple markets during a period of significant growth. His background includes project and program management, along with expertise in preconstruction and estimating.
Walker earned a Bachelor of Science in Building Construction from Auburn University and has emphasized a commitment to innovative, efficient infrastructure solutions.

As director, Walker will oversee the full lifecycle of Birmingham’s capital projects, with an emphasis on transparency, fiscal responsibility, and long-term sustainability. City leaders say his appointment positions the department to continue modernizing public infrastructure while meeting the evolving needs of residents.
